CHIEF FINANCIAL OFFICER

 Geauga Park District

Geauga Park District is currently seeking applicants for Chief Financial Officer.

Under the general direction of the Deputy Director, responsible for fiscal and purchasing functions for the Agency, as well as the direct management of the Accountant.

Qualifications:

Qualifications include a Bachelor’s Degree from an accredited college or university with a major in Accounting or Finance field. Master’s Degree and current, active licensure as a Certified Public Accountant by the Ohio Accountancy Board is preferred. Minimum of 5 (five) years experience in fiscal and business operations, including supervision and increasingly responsible fiscal duties. Experience with the accounting practices for public administration within the State of Ohio and at the County level preferred. Strong organizational, analytical and problem solving skills. Demonstrates attention to detail; high need for precision and accuracy. Demonstrated understanding of risk management. Demonstrated understanding of land acquisition. Experience in personal computer applications including advanced spreadsheet, word processing, data base programs and business operations. A cooperative and participative management style based on good communication skills, visible and accessible to the Board of Park Commissioners and Park District employees.

Other: Must be bonded. Must abide by all laws and conduct themselves in an ethical manner both personally and professionally. Ability to work irregular schedule. A pre-employment Background Check and Drug Test are required. Perform related duties as apparent or assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following.

  • Directs the fiscal operations of the Agency; prepares the annual Funds budget; directs the Department planning process.
  • Supervises the maintenance of all financial records, budgeting systems and data processing equipment.
  • Prepares long term budget projections to anticipate needs, issues, etc.
  • Participates in long term and short term planning, as required. Communicates, exchanges information and provides constructive input to assure that planning initiatives are compatible with Geauga Park District goals and mission.
  • Prepares and integrates budgets, grants and related fiscal reports.
  • Monitors the budgets of all departments.
  • Prepares bi-weekly payroll and ensures Geauga County Auditor policies/procedures are followed
  • Maintains Employee Leave Summaries
  • Responsible for liability insurance procurement and reporting claims as well as equipment inventory process.
  • Tracking of associated income functions such as taxable fringe benefits.
  • Responsible for related correspondence, memorandums, reports, proposals, charts, requisitions, applications, contracts, invoices, purchase orders and vouchers.
  • Directs preparation of expenditure vouchers for Board approval.
  • Responsible for supporting documentation, its storage,retrieval and disposal for all fiscal activities.
  • Directs the processing of incoming funds, including the handling of depository procedures.
  • Assists state and county fiscal officers including State Examiners as related to the Park District functions and audits.
  • Coordinates information between departments and the Administrators.
  • Completes special projects as requested,
  • Represents the Park District at various meetings in a professional manner and interacts respectfully with park patrons.

ASSISTANT TREASURER

REPORTS TO: Treasurer/CFO

JOB QUALIFICATIONS:

1. Bachelor’s degree in accounting, business or related field.

2. Three to five years of related accounting and financial reporting experience.

3. Demonstrated knowledge of generally accepted accounting principles (GAAP).

4. Interpersonal skills necessary to necessary to effectively communicate, orally and in written form, with District staff, vendors, external auditors and others in the exchange of information.

5. Computer skills necessary to effectively manage and operate the District’s financial management software applications.

6. Analytical ability and mathematical aptitude necessary to perform a variety of accounting tasks and resolve discrepancies as necessary.

7. Skills necessary to provide guidance, training, prioritize and review the work of assigned staff.

8. Mental ability to handle pressures related to meeting deadlines and working on tasks requiring accuracy and attention to detail.

ESSENTIAL JOB RESPONSIBILITIES:

1. Directs all District accounting activities including financial accounting, auditing, receiving and disbursing funds and property accounting services by:

  • Overseeing the processing of accounts payable and accounts receivable
  • Authorizing purchase orders for payment in accordance with established policies
  • Supervising the preparation of monthly and annual closing journal entries and reconciliation of general ledger accounts
  • Preparing consolidated and individual monthly reconciliation of account balances to bank balances
  • Conducting research necessary to resolve discrepancies
  • Overseeing the maintenance of accurate accounting records and files
  • Overseeing and participating in preparation of various monthly, quarterly, and annual accounting reports including the Comprehensive Annual Financial Report (CAFR) and the Popular Annual Financial Report (PAFR)
  • Assuming responsibility for operation and maintenance of the District’s financial management software system; makes bi-monthly updates to salary, fringe benefit and payroll deduction payable data
  • Coordinating the annual independent audit process
  • Monitoring adherence to approved budgets and notifying the Treasurer of significant variances as necessary
  • Monitoring District compliance with generally accepted accounting principles (GAAP) and related governmental regulations; initiates corrective action as needed
  • Responding to a variety of data and information requests; prepares analyses and reports for presentation to various audiences including the Board
  • Providing appropriate interpretation, training and advice to District administrative staff on fiscal policy and procedures
  • Prepares analyses and information for collective bargaining agreement negotiations

2. Administers the District’s cash management function by:

  • Monitoring cash account balances to assure sufficient funds are available to meet the operating needs of the District; transfers funds as needed
  • Preparing cash flow statements, analysis and forecasts
  • Overseeing completion of required documentation and reports

3. Administers the District’s investment function by:

  • Working with the Treasurer to determine the most profitable investment instruments
  • Making investment decisions that maximize earnings in accordance with Board policies
  • Developing and maintaining good relationships with various financial institutions to discuss issues, resolve problems and exchange information
  • Monitoring District compliance with Federal and state regulations and requirements and District standards relating to investment of public funds; initiates corrective action as needed
  • Overseeing completion of required documentation and reports

4. Works cooperatively and maintains communication with other departments and external parties to resolve problems and exchange information.

5. Performs the duties of Treasurer in that individual’s absence.

6. Attends District meetings and participates on District-wide committees as assigned.

DIRECTOR OF FINANCE

Village of Obetz

Village of Obetz, Ohio (population approximately 5,000) Director of Finance. Salary DOQ. Obetz is a first tier suburb of the Columbus metropolitan area. The Village is seeking an experienced and energetic professional to manage the Village’s Finance Department. The Village’s general fund is $4.5 million, with a total overall budget of $20 million. Candidate should have experience with risk management, debt financing, employee benefits, public pension funds, payroll, investments, and economic development incentives. This position directs the financial operations of the Village; oversees preparation of the annual operating and capital budgets; prepares revenue estimates and financial reports; and, oversees revenue collection and disbursement of Village and payroll funds. Minimum qualifications include a Bachelor’s Degree in finance, accounting, business, public administration, or related field and a minimum of five years public finance experience, preferably in Ohio. Master’s degree preferred.
