Program Analysis

Each year since 1986, GFOA has conducted the Advanced Government Finance Institute, an intensive week-long program that provides GFOA members from across the United States and Canada an opportunity to enhance their leadership skills and focus on emerging trends within the public finance community.

The five-day program, in partnership with the University of Wisconsin-Madison’s School of Business, gathers top academic instructors along with government officials and private-sector specialists to provide 50 qualified attendees with a unique opportunity to address big picture issues facing public finance today, including:

  • strategic planning
  • global and national economic trends
  • relationships with the media
  • technology trends
  • organizational leadership

Additionally, attendees may participate in a special “Issues in Accounting” seminar led by Stephen Gauthier. The Institute also offers personal and team-building leadership training.

The week-long program affords participants many networking opportunities with their peers, an element that enhances the program experience, both professionally and personally.

The Advanced Government Finance Institute is a one-week program held annually at the University of Wisconsin in Madison and sponsored by the Government Finance Officers Association of the United States and Canada . The Institute brings together some fifty- (50) government finance officers from across the United States and the world. It offers experienced finance officers a rare opportunity to step back from day-to-day operational demands and consider the broader scope of their organizations. Lectures, seminars, small-group sessions and informal networking provide the context for this intensive on-campus program.

Tuition Fee/Scholarship

The Ohio Government Finance Officers Association (Ohio GFOA) shall pay to GFOA the total $1,850 tuition cost on behalf of the scholarship recipient which includes housing, meals, classroom materials, and sponsored activities. The recipient will be responsible for their own transportation.

Application Process for the Advanced Government
Finance Institute Scholarship Program

I. Scholarship Committee

A. The Scholarship Committee shall agree on the application of selection criteria prior to the screening of applications. Each year, the goal of the Institute guidelines shall be discussed and adopted before any review. The Scholarship committee shall be responsible for the development and continued use of the appropriate application forms and shall have final approval by the Board of Trustees of the Ohio Government Finance Officers Association.

B. The Ohio Government Finance Officers Association, upon a recommendation of the Scholarship Committee, shall pay to the GFOA $1,850 on behalf of the recipient for the Advanced Government Finance Institute.

II. Application Requests

B. Applicants/members must be a member in good standing of the Ohio Government Finance Officers Association.

C. Completed applications must be received in the office of the Ohio Finance Government Officers Association no later than April 9, 2007.

D. To insure the recipient has been enrolled into the Institute, the successful applicant shall send Institute registration documentation to the President of the Ohio Government Finance Officers Association within 5 days following notification.

E. Time commitment must be arranged by the scholarship recipient through the employing governmental agency, demonstrated by a letter from the recipient’s supervisor indicating authorization of the leave of absence.

III. Application Eligibility

A. The applicant shall be a current employee/official of an Ohio state or local governmental agency, a special district, authority, school district or regional/metropolitan council; the applicant may hold an elected or appointed position.

B. The applicant shall have had mid- or top-level management experience in government.

C. The applicant shall have a minimum of four (4) years experience in a government finance position of which two (2) were in a mid- or top-level management experience, such as a Finance Director, Auditor, Tax Commissioner, Township Clerk.

D. The applicant shall have had a minimum of three (3) years of continuous membership, in good standing, in the Ohio Government Finance Officers Association.

E. The applicant shall represent the Ohio Government Finance Officers Association and shall be prepared to fully participate in the Institute while in attendance.

F. Current members of the Board of Trustees of the Ohio Government Finance Officers Association are ineligible.

IV. Ohio Government Finance Officers Association Application Process

A. Applicants must complete the national Government Finance Officers Association application form, which shall include a narrative describing the benefit, the applicant and its agency, expects to attain by attending the Institute.

B. The following must accompany the completed application:

1. A letter of recommendation from the applicant’s supervisor and/or director of the employing agency.

2. A letter of authorization for the time commitment while attending the Institute.

C. Within one month of completing the course work at the Institute, the recipient shall prepare and submit an article to the Ohio Government Finance Officers Association quarterly newsletter, describing the experiences, benefits, and the learning accomplishments. In addition, the recipient shall accept an appointment to serve as an active member on the Ohio Government Finance Officers Association Education Committee.
